Full Journal pdf2021-04-21 House Journal Page 0677 HB 169 The following was read the second time: 2021-04-21 House Journal Page 0678 HOUSE BILL NO. 169 "An Act making appropriations for public education and transportation of students; and providing for an effective date." with the: Journal Page FIN RPT 10DP 1NR 670 Amendment No. 1 was offered by Representatives Rasmussen, Cronk, Foster, LeBon, Wool, Merrick, Drummond, Story, Snyder, and Tuck: Page 1, following line 13: Insert new subsections to read: "(c) The amount necessary to fund the total amount for the fiscal year ending June 30, 2023, of state aid calculated under the public school funding formula under AS 14.17.410(b) is appropriated from the general fund to the public education fund (AS 14.17.300). (d) The amount necessary to fund transportation of students under AS 14.09.010 for the fiscal year ending June 30, 2023, is appropriated from the general fund to the public education fund (AS 14.17.300)." Page 2, following line 1: Insert a new bill section to read: "* Sec. 3. Sections 1(c) and (d) of this Act take effect July 1, 2022." Renumber the following bill section accordingly. Page 2, line 2: Delete "This" Insert "Except as provided in sec. 3 of this Act, this" Representative Rasmussen moved and asked unanimous consent that Amendment No. 1 be adopted. Representative Rauscher objected. Representative Rasmussen rose to a point of order regarding the comments mischaracterizing the amendment. 2021-04-21 House Journal Page 0679 Representative Carpenter rose to a point of order regarding relevance of the point. The Speaker ruled the member out of order and cautioned to proceed in order. Representative McCabe rose to a point of order regarding the member's opportunity to speak again. The Speaker ruled the point of order out of order. Representative McCabe appealed the ruling of the Chair. The question being: "Shall the ruling of the Chair be sustained?"
